Photo & Question: Threat to New Jersey?

The following photo was taken last Tuesday just outside the Holland Tunnel in Jersey City, New Jersey:

Since it's pretty blurry (low resolution 640x480), here's what it says and is:
It is: A self-portrait of Vincent Van Gogh (Dutch painter of the 1800's) with an added Keffiyah (Arab male head scarf) on the background of Van Gogh's famous painting Starry Night.
It says: Jihad is Over! If you want it.
I queried a co-worker (from India, non-muslim) what he thought it meant. He replied without thought, "oh, that means if you convert then the jihad is over."
Hmmm. New Jersey, USA.
Anyone every seen anything like this, any other thoughts on what it means?
